Official Rules for the 2010 Team Series Season
1. -Sportsmanship: Each contestant is expected to follow high standards of sportsmanship, courtesy, safety and conservation. Maximum courtesy must be practiced at all times especially with regard to boating and fishing in the vicinity of non-contestants who may be on tournament waters. Any act of a contestant, which reflects unfavorably upon the K.B.F.N.’s effort to promote fisheries conservation, clean waters, and courtesy shall be reason for disqualification. No alcoholic beverages or other stimulants or depressants prescription or otherwise shall be allowed in the boats. Competitors in K.B.F.N./B.AS.S. tournaments are expected to follow high standards of sportsmanship, courtesy, safety and conservation. Any infraction of these fundamental sporting principles may be deemed cause for disqualification.
(i)Use of alcohol or drugs (other than those purchased over- the- counter or prescribed by a licensed physician) by any competitor, during the official practice or during the tournament, will not be tolerated and shall be cause for automatic disqualification from this and all future BASS tournaments. No alcoholic beverages, other stimulants or depressants, prescription or otherwise, shall be allowed in the boats during the official practice or competition days, or in the weigh-in area.
(ii) Maximum courtesy must be practiced at all times, especially with regard to boating and angling in the vicinity of non-competitors who may be on tournament waters. Any act of a competitor, which reflects unfavorably upon efforts to promote fisheries conservation, clean waters and courtesy, shall be reason for disqualification.
(iii) All competitors are bound by the prevailing statutes and regulations of the various states in which they fish. (iv) Chemical substance addiction or abuse, conviction of a felony or other crimes involving moral turpitude, or other conduct reflecting unfavorably upon efforts to promote safety, sportsmanship, fair competition and compliance with tournament rules, shall be grounds for rejecting any application for participation and/or for disqualification after circumstances are reviewed by the Tournament Director. Any disqualification, suspension from, or other disciplinary action regarding any tournament or fishing organization, shall be grounds for rejecting any application for participation in a B.A.S.S. tournament, and/or disqualification from a B.A.S.S. tournament, after circumstances are reviewed by the Tournament Director.
Rules: The tournament rules are explained below. Interpretation of rules shall be left exclusively to the Tournament Committee. The decision of the tournament officials shall be final in all matters. These rules cover only the K.B.F.N. Team Series Circuit.
Tournament Committee: The Tournament Committee shall consist of the K.B.F.N. Tournament Director their assistant. State President (if available) and two or more members of the K.B.F.N.
Participants and Eligibility: KBFN Team Series Tournaments are held for the benefit of the K.B.F.N. and its members. Team Tournaments are open to any team in which at least one member of the team is a K.B.F.N. member. One person on the team must be a member for that team to be eligible for the Team Series Classic Championship. K.B.F.N. members must maintain membership with B.A.S.S.: affiliated Club and K.B.F.N. membership will be required at check in
Entry Forms, Fees, Payback and Expenses: A properly completed and signed entry form and the entry fee of $125.00 (+ optional $25.00 Big Bass Pots) must be in the hands of the Tournament Director 10 days prior to the tournament date to avoid a $20.00 late entry fee. Late entries will be taken at the ramp. The Tournament Director reserves the right to disqualify any late entries. Refund of entries and fees received will determine take off position. Entries and fees must not be postmarked before March 7th, 2010.
Of each $125.00 entry, $25.00 will be withheld for tournaments expenses. An additional $25.00 will be withheld for the Team Series Championship Tournament payout and awards.
Registration: Each team must register with the Tournament Director one (1) hour before take off. Failure to register during the prescribed time may result in disqualification of the team’s catch. It shall be each team’s responsibility to check with the Tournament Director for registration time and location. Disqualification will be at the discretion of the Tournament Director. You may fish by yourself but must still register in with the Tournament Director. Exact starting and check-in times will be announced at registration
Registering of Alternates: You may substitute the same person as an alternate throughout the year. Two partners and the alternate constitute a “Three-person team”. If any “one” of a “team” desires to start or create a new team for the remainder of the season it will be understood and agreed upon by all parties involved that neither team will be allowed an alternate for the remainder of the season including the classic. All parties involved shall also agree upon how the points (if any) shall be allocated. The use of the alternate must be declared prior to the start of the tournament or disqualification will result. Only an alternate that has been used in the regular season tournaments may be used in the classic.
Safety: Safe boating and fishing practices must be observed at all times by all tournament contestants. Each contestant is required to wear a Cost Guard approved chest-type life preserver. Such preserver must be worn anytime the combustion engine is operating. The preserver must be strapped, snapped, or zippered securely and maintained in the condition until the contestant reaches his fishing location and the combustion engine is shut-off. Extra gas containers of any kind are prohibited. Violation of this rule shall be reason for disqualification.
(i) Safe boat conduct must be observed at all times by competitors. During the official practice and competition days, each competitor must wear a Coast Guard-approved chest-type life preserver. This preserver must be worn at all times the combustion engine is operating. This preserver must be strapped, snapped or zippered securely, and maintained in that condition until the combustion engine is shut off. Violation of this rule shall be reason for disqualification.
(ii) Tournament officials have the right to delay, shorten or cancel the start of an official tournament day because of bad weather or other factors that would endanger the safety of the competitors. Tournament waters may also be restricted at any time because of bad weather. Weather delays on full field days, resulting in half of the tournament day being lost (first flight take-off and check in), shall result in cancellation. Full fields may be carried over to cut days.
(iii) K.B.F.N./B.A.S.S. reserves the right to impose boat speed limits during any or all tournaments. Whether or not to impose a speed limit, the area covered by the speed limit, and/or the actual speed limit imposed, shall be left exclusively to the discretion of the tournament director.
Basic Boat Equipment and Pre-tournament Safety Check: Every boat must have all required Coast Guard safety equipment. In addition, each boat presented for tournament use must pass a one-time safety check to be eligible for the tournament season. After completing this check it is assumed by the participants that all safety issues are their responsibility. A sticker will be placed on the motor cowling upon completion of safety check and must be in place for the remainder of the season. Only one safety check will be performed on each boat at the first tournament of use. This check will consist of lifejackets, throw cushions, kill switches, livewells, lights and bilge systems. Having these checks performed prior to tournament morning will speed up launch and take-off. The Tournament Director or his designated appointee shall have the sole responsibility for determining whether safety features are satisfactory.
Boat and Motor: All boats must be equipped with some type of ignition kill switch. This ignition kill device must be attached to the driver’s body any time the combustion engine is operating. Any fishing boat 14 feet or more in length is acceptable for tournament use. Any boat equipped with “stick steering” will not be allowed for use during tournaments. A small motor, gas or electric may be used for slow maneuvering. Trolling as a method of fishing is prohibited.
Tackle and Equipment: Only artificial lures may be used. No “live bait” or “prepared bait” will be permitted except for pork strips, rinds, etc. only bait-casting, spin-casting or spinning rods (8 foot maximum length from butt of handle to rod tip) and reel may be used. All other types are prohibited. Only one rig is permitted in use at any given time. All fish must be caught live in a conventional sporting manner. Trolling is not allowed.
Tournament Practice and Off Limits: The regular season tournament waters will have no “off-limits” unless specified by the Tournament Director. The official practice for the Buddy Classic will be announced at weigh-in at the final regular tournament or second chance tournament. The “Series Classic Lake” will be “off limits” except for the official practice days. Any other announcements will be made by the tournament committee at the last regular season tournament.
Permitted Fishing Locations: Fishing is permitted anywhere within the tournament lake except within 50 yards of another contestant’s boat that is anchored. No such anchored boat shall permit selected contestants to fish within the 50-yard circle claimed by him to the exclusion of any other contestant. All fishing must be done from the boat. Boats must remain in tournament waters during tournament hours. Trailering of boats during tournament hours is prohibited except by tournament officials. Partners must remain together at all times in sight of each other and each other’s catch in order for their catch of that day to be scored in the tournament.
Official Checkpoint: There shall be only one official point for checkout in the morning and check-in that afternoon and this point shall be announced at the morning registration. You must check in at the pre-determined site before each tournament. After morning registration is complete and all contestants are in full conformance with all rules, the Tournament Director or official shall set all contestants and their boats forth. At check-in all boats/contestants shall proceed immediately to the designated weigh-in area. All contestants must check-in with the designated tournament officials by placing their official starting order identification marker, (poker chip) in its designated place (on chip board) to avoid a penalty &/or disqualification. Upon arriving at the weigh-in station any and all fish brought to the weigh-in master shall become the property of the weigh-in master. Only with the permission of the tournament director, shall the contestants retain their fish or disqualification will result. Tying up of, caging of, or seeding of fish under any circumstances shall result in disqualification and permanent banning from any and all future KBCF sponsored tournaments.
Team Standings Point System: The point’s method to determine the 2009 Team standings shall be the same points system that is used on the B.A.S.S. Professional Trail. Any team paying an entry fee and not bringing a legal fish to weigh-in will receive 25 show up points.
Year end point ties will be broken as follows. 1. Number of tournaments fished. 2. Big Bass for the year. 3. Big stringer for the year. 4. Flip of a coin.
The top 12 teams (if average is less than 25 teams) from the Team Series on points will qualify for the Team Series Classic. The best four (4) tournaments will determine your final points total. You must fish 4 of the 5 tournaments to be eligible to fish in the classic awards and standings.
300 Point System for all BASS Series. At the conclusion of the tournament, points will be awarded to competitors as follow: Penalties: CATCH AND RELEASE: CULLING OF DEAD BASS IS PROHIBITED. For each legal dead bass presented to weigh-in officials, the competitor shall be penalized the following, to be deducted from their daily score: 1 dead fish - 4 oz., 2 dead fish - 10 oz., 3 dead fish - 18 oz., 4 dead fish - 28 oz., 5 dead fish - 40 oz. The Tournament Director, or his/her designees, shall have sole authority for assessing penalty points. It is suggested in warm weather tournaments anglers keep extra ice for fish care. Contestants are allowed to purchase ice on the water. Upon mutual consent of both pro and co-angler paired together for fish care concerns, the verification table will open one hour prior to check in time of the first flight.
SCORING: Tournament standings, auxiliary awards, and final winners, shall be determined by the pound-and-ounce weight of each competitor's catch during the competition days of the tournament. Only Largemouth, Smallmouth, Spotted, Redeye or Shoal bass, or hybrids of the black bass species(ie: mean-mouth) will be weighed. The limit shall be five (5) of the above species and varieties per day, unless otherwise specified by tournament officials. At no time shall a competitor have in their possession more than the tournament limit. Tournament officials will conduct checks for violation of this provision. In the event a competitor has more than the above-described limit in possession, officials shall cull down to the limit described, beginning with the largest bass first. The official length for bass shall be determined by the Tournament Director and announced at the Tournament Briefing. In most cases it will be the longest state limit covering the tournament waters. Only bass, as described above, which measure the official length or more on the longest straight line, shall be weighed.
Bass presented for weigh-in which fail to measure the official length, shall result in a penalty of 1 pound for each such bass, which penalty shall be deducted from the total score of the competitor. Any bass that appears to have been mangled, mashed, mauled or otherwise altered, will be weighed and credited only at the discretion of tournament officials. After competitors check in at the official checkpoint, they must present all legal fish in their possession to a tournament official to be counted, measured and weighed. Once a competitor's catch is measured, counted and verified by a tournament official, that competitor may not return to the boat until their catch has been weighed and recorded. Bass must not be stringered at any time during the tournament. Culling tags or clips are allowed. Specially designed bags, which increase survival rate, will be furnished by the Tournament Director and must be used for the weigh-in.
Late Penalty: Contestants who are not at the official check-in point as described in Rule 13, at that appointed time, shall be penalized at the rate of one (1) pound per minute to be deducted form the total weight of his/her catch that day, starting with any weight to be counted toward “Big Bass” award. Any contestants more than 15 minutes late shall lose all credit for that day’s catch. If weight does not exceed penalty than no points shall be given to that team other than show up points. There shall be no excuses for tardiness, and in no case shall a contestant be allowed to make up “lost time”. All fishing must cease upon check-in. fishing is prohibited except during tournament hours.
Ties: All ties will be resolved by the Tournament Committee. Big bass will break heavy stringer ties and heavy stringer will break big bass ties.
Insurance: Boaters must carry a copy of their boat insurance showing $300,000 liability and the expiration date on their person or in their boat to be presented to receive a winnings check. If no proof is available at the time of winning upon receipt of the valid insurance papers the check will be mailed. If papers are invalid at the time of winning you will forfeit all monies.
None of the above rules shall prohibit a properly designated tournament official from approaching or boarding any contestant’s boat at any time during tournament competition. Any protest must be submitted to the Tournament Committee or Tournament Director in writing, within 15 minutes of completion of the tournament. The Tournament Committee will make all final decisions.
---------NOTICE-------- Horsepower Regulations: When required, each boat must have a U.S. Coast Guard HP rating plate attached to the boat by the manufacture. The HP rating must not exceed the rating specified on this plate.
ADDITIONAL: Every contestant shall comply with all applicable local, state, federal, and lake laws, rules, and regulations.
